To analyze the importance of preparing and managing greenhouse gas (GHG) emissions inventories as a tool for mitigating the impacts of climate change, with emphasis on the application of the Brazilian GHG Protocol Program in the context of environmental management and corporate sustainability.

SPECIFIC OBJECTIVES

  • To understand the role of greenhouse gas emissions inventories in addressing climate change at the organizational level;
  • To identify the main concepts and guidelines related to the management of GHG inventories in the business context;
  • To analyze the specifications and criteria established by the Brazilian GHG Protocol Program for the preparation and dissemination of emissions inventories;
  • To evaluate the relevance of environmental reports as instruments of transparency, ethics, and socio-environmental responsibility in organizations;
  • To discuss the contribution of GHG inventories to the promotion of sustainability, energy efficiency, and the development of a low-carbon economy in Brazil.

Preparing inventories is the first step for an institution or company to contribute to combating climate change, a critical phenomenon afflicting humanity at the beginning of this century.

Management of the Inventory Process
Managing the inventory process represents an innovative management approach, aimed at solving energy problems and contributing to the interest of new investors in the operational sector. Understanding how greenhouse gas (GHG) emissions impact the evolution of humanity on planet Earth is essential. For the collective benefit, it is fundamental to collaborate in solving the most relevant issues, such as the construction of reports (inventories) that address processes and problem-solving with a focus on efficiency and ethics within companies.

Reports and Inventory Culture in Brazil
The development of the first report dedicated to infrastructure and mitigating climate effects, as occurred in the preparation of GHG inventories by participants in the Brazilian GHG Protocol Program, initiated in May 2008, strengthens the inventory culture. Countries that adopt this culture are better positioned in the international market, promoting negotiations and alternatives in favor of sustainability and a better quality of life. Although the publication of this information is optional, the Brazilian GHG Protocol Program (2008) establishes specifications, monitoring the adaptation of parameters and greenhouse gases in Brazil, aligning with already defined international goals.

Benefits and Recognition
The process generates not only public records and award seals for partner companies, but also tools to account for a new economy and opportunities for training young people in the areas of environment, infrastructure and economics. The inventory management policy is coordinated by the Ministry of the Environment in partnership with founding companies of the project, such as FGV.

Goals, Treaties, and Disclosure
The development of these treaties aims to establish clear goals and periodically monitor changes in greenhouse gas (GHG) emission practices. The need to account for these emissions is widely recognized. Therefore, Brazil promotes the disclosure of this information in the Public Emissions Registry (RPE). The Specifications of the Brazilian GHG Protocol Program detail what is mandatory and optional for participants in the preparation and publication of this information, as well as in the economic management process.

National Policy on Climate Change (PNMC)
For Brazil to achieve the goals ratified in the Paris Agreement, the application of the National Policy on Climate Change (PNMC), established by Law No. 12.187/09, is indispensable. This is a voluntary commitment of the country to the UN. Emerging countries are seeking to adopt common rules to combat climate change, and the PNMC (National Policy on Climate Change) has established a policy for adapting to climate change, guiding sustainable development in accordance with Brazilian legislation and agreements, especially in the forestry, agricultural, industrial, electricity, transport, and trade sectors. The result is improvement in areas such as transport, health, food, work, politics, and the environment, always seeking creative solutions for the reduction of harmful substances.
